Microsoft hasn’t been that strict in verifying the eligibility criteria for people. So, regular users have also taken advantage of the upgrade. Last year, there were reports of Microsoft wanting to block the upgrade and related tools, but it seems that didn’t happen.
A couple of months back, the company put an end date on the Windows 10 free upgrade offer. According to their webpage carrying the details of the offer you can only upgrade to Windows 10 until Dec 31, 2017.
The end date wasn’t there at the time when Microsoft launched the free Windows 10 upgrade for the users of assistive technologies. Maybe this time Microsoft doesn’t keep running it in the background. Similar to how people can still possibly upgrade from their Windows 7 or 8.1 to Windows 10 as they did with the “Get Windows 10” offer.
